WHAT IS #LIKHAMalolos: A Citizen-Sourcing and Partner Pledging Activity?


In enabling a citizen-centric innovation, the Linking Innovation Partners for Accelerated Development in the Philippines or LIPAD PH of the DAP-Center for Strategic Futures (CSF) features an activity empowering citizens to directly contribute to local problem-solving efforts as part of its Solutions Ideation Process. Led by CSF’s Data and Artificial Intelligence Laboratory (DAIL) – Center of Excellence for Data Science and Analytics (CEDSA) Program, this activity combines two innovation approaches – citizen-sourcing and pledging. In a nutshell, it simply involves collecting ideas (or concepts) inspired by the culture, creativity, and lived experiences of the citizens within a beneficiary agency and transforming them into functional and scalable solutions as pledged by top solutions providers in the country.

MECHANICS FOR JOINING

WHO CAN JOIN?

The contest is open to ALL residents of Malolos City, regardless of age or occupation, including but not limited to students, teachers and private sector workers, EXCEPT: (1) heads of local government offices and national agencies in the Malolos LGU and (2) their relatives up to the second degree of consanguinity or affinity.


Residents include those whose present OR permanent address is in Malolos City.

CAN IT BE A GROUP ENTRY?

Participants can enter the contest as individuals OR in teams of any number. In the case of teams, all members thereof must be residents of Malolos City.

WHAT TYPES OF SOLUTIONS CAN I/WE SUBMIT?

Your idea entries can be technology OR non-technology solutions.


Technology solutions include, but are NOT limited to:

  • Mobile or software applications
  • Smart of IoT-enabled devices and infrastructure


Non-technology solutions include, but are NOT limited to:

  • Process improvement
  • Education and training
  • Policy and regulatory solutions
  • Social service and support program
  • Incentive program
  • Plan or strategy document

HOW TO JOIN?

When submitting an entry, make sure your video uses simple and easy-to-understand words. Language may be in English or Filipino (Tagalog). Inclusion of subtitles is encouraged.


SPECIFICATIONS:


  1. The video must be in portrait (vertical) orientation and formatted to be viewed on a smartphone.
  2. The dimensions and resolution of the video must be set to 1080 x 1920.
  3. The aspect ratio of the video must be set to 9:16, which is the standard for a smartphone screen.
  4. Music to be used in the video should be permitted for commercial use on various social media platforms.
  5. The duration of the video must not be more than two (2) minutes, and not less than one (1) minute.

GUIDELINES

1. In presenting the innovation idea, the CSF prescribes using the following narrative format:

  • Brief self or group introduction
  • State the issue or problem in your community
  • State the proposed solution (innovation idea)
  • Explain how the proposed solution can help address the stated issue or problem and benefit your community in the long run.
  • Outro: “Ako si ____________ OR Kami ang _____________ at ito ang ______________, Likha ng Malolos!”

2. Make sure the entry is presented using simple and easy-to-understand words. Language may be in English or Filipino (Tagalog). Inclusion of subtitles is encouraged.

3. Entries must be submitted in the form of short videos through the online form created by the CSF.

4. By uploading an innovation idea entry, participants agree to abide by the mechanics and guidelines of the competition, and by the decision of the panel of experts.

RULES

SUBMITTING AN ENTRY:

1. Each participant is allowed to submit only one (1) innovation idea entry.


2. The innovation idea entry must be an original work and must not contain malicious or offensive content. Plagiarism will automatically disqualify an entry.


3. In submitting an entry through the online form, the participant/s are required to submit the following personal information:

    1. Name/s or Name of Organization
    2. Email of representative
    3. Mobile Number of representative (for expedient communication)
    4. Scanned copy of valid ID as proof of residency in Malolos City (for representative only)


4. Submission of innovation idea entries will run from October 13 to 28, 2023, closing at exactly 11:59 PM.

EVALUATION OF ENTRIES:

  1. Upon consolidation of submissions, the top ten (10) qualified innovation idea entries will be uploaded to the official Facebook page of the Malolos City Information Office on November 3, 2023 for Public Voting.
  2. The number of votes will be determined by the number of ONLY LIKE (👍), HEART (❤️) and WOW (😲) reactions on the individual post for the innovation idea entry uploaded on the official Facebook page of the Malolos City Information Office.
  3. Duration of Public Voting is from November 3 to 6, 2023.
  4. The qualified innovation idea entries will likewise be subjected to evaluation by a panel of experts.
  5. The decision of the panel of experts shall be final and irrevocable. DAP-CSF reserves the right to disqualify any entry that fails to adhere to the mechanics and guidelines. DAP-CSF may also amend the competition rules at any time with proper information dissemination to all shortlisted participants.
  6. All entries shall be considered property of DAP-CSF and may be utilized for the organization's promotional and advocacy initiatives.
  7. The top three (3) innovation idea entries determined based on Public Voting and Expert Evaluation will be announced on November 10, 2023.
  8. The ceremonial turnover of prizes is scheduled on December 5, 2023.


PUBLIC VOTING

For public voting, the scores of each entry will be determined by the number of ONLY LIKE (👍), HEART (❤️) and WOW (😲) reactions that their post gained during the voting period.

PRIZES

Two sets (tech and non-tech innovation idea entries) of winners will be chosen, and shall receive:


1st Place : PHP15,000.00

2nd Place : PHP10,000.00

3rd Place : PHP5,000.00

People’s Choice Award : PHP3,000.00
